Order-Level Materials (OLM)

Order Level Materials (OLMs) are supplies or services purchased to support a specific task or delivery order under a MAS contract or Blanet Purchase Agreements (BPA). Pricing is set at the order level, making acquisition faster and more flexible for changing requirements.

EM Partners holds a competitively awarded contract under the VDEM Multi-Use Contract, fully compliant with 44 CFR 13.36 requirements. Thanks to its cooperative purchasing clause, any public entity in the Commonwealth can access our services without issuing a separate bid.

How to use this contract:

1. Request the Contract: Contact us to receive a copy of the contract. Share it with your procurement team to confirm your jurisdiction allows use of this type of contract vehicle.

3. Define Scope & Cost: Work with EM Partners to determine your project’s scope of work and estimated cost.
4. Issue the Order: After finalizing details, your organization can issue a contract or purchase order directly to EM Partners.
