FEMA Public Assistance Technical Assistance Contract

Challenge:

EM Partners is a subcontractor on a five-year Federal Emergency Management Agency (FEMA) contract to provide recovery services to Zone 1 of FEMA’s Public Assistance Division’s Technical Assistance Contracts IV (PA-TAC IV). This is part of a new approach by FEMA to align PA-TAC IV contractors with one of three geographical zones to more effectively provide resource support. The contract includes the zone that extends from along the Atlantic Coast to the Gulf Coast including 19 states and the District of Columbia. The contract has a five-year period of performance and is valued at $610 million.

Solution: 

EM Partners staff have deployed to or supported more than 40 federally declared disasters since 2017, serving in a variety of capacities, including Site Inspectors, Program Delivery Managers, Policy Specialists, Environmental and Historical Specialists, Quality Control Specialists and Costing Specialists.

Benefit:

The PA-TAC IV contract was issued under the Public Assistance Program, as authorized under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Through this program, FEMA provides supplemental federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement and restoration of disaster-damaged, publicly owned facilities and the facilities of certain private nonprofit organizations. The Public Assistance Program also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process. 

EM Partners have played an integral role in support of FEMA’s Public Assistance mission and continues to provide support to affected communities on FEMA’s behalf.
