Winter Storm Frida in 2022 brought widespread destruction to Rappahannock Electric Cooperative’s (REC) service area, coating trees and infrastructure with heavy ice and causing severe damage. More than 60% of REC’s members experienced outages, with total damages exceeding $22 million.
EM Partners supported REC throughout the FEMA Public Assistance process, ensuring maximum cost recovery while allowing REC to remain focused on its core operations. Our team led the development and submission of comprehensive project documentation for Category B (emergency protective measures), Category F (utilities), and Category Z (management costs) in FEMA’s Grants Portal.
This included detailed tracking of labor, materials, and equipment costs, proof of purchase, damage descriptions and dimensions, and clearly defined scopes of work. With EM Partners’ guidance, REC was able to navigate FEMA’s complex requirements and position itself for the highest possible reimbursement.
