The PA program supports the recovery efforts of States, Counties, Municipalities, Tribes, and Private Non-Profits by providing them with grant assistance for debris removal, life-saving emergency protective measures, and restoring public infrastructure. Job Description

We are actively searching for highly motivated, dedicated, and experienced professionals to fill various Full-Time Temporary Positions. This position is contingent upon your ability to obtain/maintain/transfer a DHS Public Trust Clearance. This position is contingent upon customer requirements and/or their approval. The Public Assistance positions will be embedded within FEMA to provide technical assistance that may include:

  • Conducting site visits and damage assessments of disaster-related damaged infrastructure
  • Collaborating with the State and local governments to develop detailed damage descriptions, scopes of work (SOW) and cost estimates for restoration of damaged infrastructure and for cost effective hazard mitigation measures
  • Working with the State and local governments to come to agreement on damage descriptions, scopes of work, and cost estimates
  • Providing technical support and guidance on assessing damaged facilities, and grant formulation to ensure smooth delivery of the program to applicants.

Qualifications

  • Proficiency in Microsoft applications such as MS Excel, MS Word; as well as Google Earth.
  • Ability and experience in conducting in person and virtual meetings using digital conference platforms such as MS Teams and Zoom.
  • Ability to mobilize within 24-48 hours.
  • Typically commit to a minimum 6-month assignment in remote locations and in disaster conditions.
  • Ability to professionally interact with people such as FEMA Applicants, Grant Recipients, and other disaster recovery stakeholders.
  • To be successful in an entry level position, you will need to have a minimum of 2-5 years of Federal Emergency Management Agency (FEMA) Public Assistance (PA) experience.
  • Qualifications for the Mid-Level is an undergraduate degree and 5-10 years of FEMA PA experience .
  • Qualifications for the Senior level is an undergraduate degree and 10-15 years of FEMA PA experience.

Additional desired experience and skills

  • Knowledge of the FEMA Public Assistance Program/Policy
  • Trained in the “new” PA delivery model preferred
  • FEMA PA experience preferred
  • Active FEMA badge

Compensation

Job Description

We are continually accepting resumes for various Full-Time Temporary Positions.

The selected candidate will be responsible for collecting, analyzing and synthesizing data related to emergency planning for all hazards.

Conducting project stakeholder coordination and outreach activities. Supporting emergency preparedness planning projects. Activities may include project/task management, facilitating stakeholder meetings, collecting and analyzing data, development of work plans, and developing emergency response and recovery plans.

Managing planning projects including directing/coordinating the collection, analyses and synthesis of data related to all hazards planning. Developing and managing client relationships and conducting project stakeholder coordination and outreach activities.

Qualifications

  • Bachelor’s degree in emergency/disaster management, public safety, or related field required. Master’s degree preferred.
  • At least eight (8) years’ experience in emergency planning at local, state or federal level or minimum ten (10) years progressive experience related to emergency management or emergency response operations.
  • PMP or CEM Certification is highly desired.
  • Primary authorship of an approved emergency or homeland security plan, standard operating procedures, or standard operating guidelines currently in use by a county, city, or state federal organization. (Identify plans within resume)
  • Ability to develop Courses of Action (COA) and prepare a COA decision brief.
  • Knowledge of keystone doctrine and planning guides.
  • Demonstrated oral communication skills; ability to communicate technical information to non-technical audiences, adjust presentation to audience, and speak comfortably in front of wide group of emergency management personnel.
  • Practical experience facilitating a variety of stakeholders at the local, state, and/or federal level to achieve defined objectives.
  • Ability to manage multiple, concurrent tasks.
  • Proficiency in Microsoft applications such as MS Excel, MS Word; as well as Google Earth.

Preferred Qualifications

  • Persons with operational experience in development of strategies and plans for response to terrorism, natural, and technological hazards including Scenario driven plans at the local, state, and/or federal level.
  • Familiarity with current requirements, guidance, planning processes, and practices.
  • Ability to conduct research and analysis, as well as prepare an Information Analysis Brief.
  • Ability to write a work plan for developing deliberate plans, to include all-hazards and scenario-based plans.
  • Ability to quickly research federal and state regulatory bases for programs, guidance, and technical materials, condense and analyze the information, then use it to devise models for application in operational environments.
  • Clearly articulate issues/concerns, concise technical reports for delivery to customers.
  • Ability to apply critical thinking skills.
  • Ability to efficiently apply existing knowledge as well as assimilate new material quickly and apply it across a broad range of projects.
  • Ability to work in fast-paced, changing environment with individuals from diverse areas of specialization.
  • Strong Communication and listening skills – ability to identify critical customer needs.

Job Description

The Public Health Data Analyst/Report Writer will support public health in the COVID-19 response through data collection and reporting to key stakeholders to highlight and report program activities around the utilization of human resources. This position reports to the EM Partners Emergency Management Consultant.

  • Collect and synthesize data from multiple sources and may include querying databases
  • Ensure the data is an accurate representation of progress and performance, and program value
  • Develop a graphical representation of the program’s key measures and metrics using key data points
  • Design professionally styled reports to be distributed to key stakeholders at the local, state, and federal levels. These reports may be used to inform resource needs and activations.

Required Qualifications

  • Technically savvy with proven working experience in data collection, interpretation, and developing reports for stakeholders
  • Strong analytical ability to collect, organize, analyze, and disseminate significant amounts of information with strong attention to detail and accuracy
  • Experience in data analysis, synthesizing and refining data result sets, and report writing
  • Strong knowledge of and experience with database application reporting functions
  • High proficiency in Microsoft Office Suite products, Excel (graphs, charts), Word, and PowerPoint
  • Ability to translate technical data results to user-friendly formats

Preferred Qualifications

  • A resident of the Commonwealth of Virginia
  • Ability to produce technically and programmatically sound deliverables (writing sample is pre-requisite)

Job Description

The Public Health Credentialing Specialist will support public health in the COVID-19 response by ensuring that medical volunteers providing COVID-19 vaccinations and other COVID-19 services in their local communities have and maintain current credentials and licenses to work legally in their field or specialty. Monitor incoming and current volunteers’ credentials, renewal dates, and work with Medical Reserve Corps staff to advise them of the required steps to renew and/or maintain credentials. Support volunteer medical professionals as it relates to collecting, uploading, and/or auditing of documentation including medical license information, training certifications, etc.; Communicate with volunteer medical professionals to collect and document credentialling information; monitor and track upcoming credential renewal dates; Consult and inform volunteer medical professionals of any changes in compliance policies. More specifically,

  • Support the Virginia Medical Reserve Corps Unit Leaders in the onboarding process of volunteer medical and support professionals.
  • Avoid risk and liability issues by ensuring MRC volunteers have active unencumbered appropriate medical licenses, skills, and current and relevant training necessary to support and provide COVID-19 vaccinations and other COVID-19 services in the field, and do no harm.
  • Maintain communication regarding volunteer credentials to ensure adequate resources can be maintained in the fight against COVID-19.
  • Notify volunteers who do not meet the credentials, and direct them to the re-credentialing process, as necessary and appropriate.

Required Qualifications

  • Experience with databases, data entry, and reporting
  • Experience with understanding and terminology in medical credentialling
  • Experience understanding risk management and liability associated with credentialing
  • Strong attention to detail and accuracy
  • Work well in a fast-paced, stressful environment while maintaining information integrity related to medical credentialling
