FEMA National Integration Center (NIC)/Kentucky Emergency Management (KEM)

Challenge*

The mission of the National Integration Center (NIC) within the National Preparedness Directorate (NPD) of FEMA is to engage the whole community in improving the resilience of the Nation by providing and integrating effective standards and guidance in support of the national preparedness goal and system. Jurisdictions within the Commonwealth of Kentucky lacked uniformity in their debris management plans. 

Solution

KEM requested technical assistance, through the NIC, to assist in the planning and facilitation of three (3) debris management planning workshops across the Commonwealth of Kentucky. EM Partners staff provided debris management planning subject matter expertise at three separate workshops. We also provided subject matter expertise in support of KEM as they developed tools, templates, and a draft plan, leading up to the execution of the workshops.

We helped plan and co-facilitate three (3) debris management planning workshops with KEM. The workshops covered the debris management planning process, focusing on specific “trouble areas” pre-identified by KEM. EM Partners staff provided subject matter expertise to support the development of tools/templates and plan drafts.  We provided examples, emerging practices and best practices/lessons learned to further support the workshops.

Benefits

EM Partners subject matter experts coordinated with KEM to develop workshop materials. We conducted routine conference calls with KEM as workshop items were being developed.  We provided subject matter expertise on the debris management planning process before and during the workshops. We distributed action items and meeting minutes to KEM and identified future needs.  We provided remote follow-up implementation assistance via targeted emails, calls, and one-on-one meetings. In addition, we developed an After-Action-Report (AAR), capturing, analyzing and incorporating lessons learned into future workshops.
